International partnerships

Establishment of international cooperation agreements:

 

The International Relations Department (SRI) is responsible for the management and monitoring of inter-university agreements and international cooperation.

The UPVD favours partnerships with public higher education institutions.
Partnerships with a private institutions of higher education should be examined with caution; in particular, it should be ensured that the degrees offered by a private institution are recognized by the Ministry of the partner country.

All cooperation must be institutionalised through the signing of a Framework Agreement on International Cooperation.
In accordance with the regulations in force, the framework agreement:

• is agreed to for a maximum of 5 years.
• shall be renewed, on the basis of an activity report, after agreement by both parties. Under no circumstances may it be tacitly renewed.

Any framework agreement must be accompanied by an amendment to the framework agreement, setting out the subject/project of the cooperation. For example: exchanges of students, teachers, joint study programmes, scientific cooperation etc...

In order to enter into force, a cooperation agreement must follow the following procedure:

• be approved by the competent service of the UPVD (International Relations Service or Research Service)
• be approved by the board of directors of the holder's attachment component of the agreement
• be approved by the central councils of the UPVD
• be validated by the French Ministry of Higher Education, Research and Innovation
• be signed by the legal representative of the partner institution
• be signed by the legal representative of the UPVD (the President)

The inter-university agreement (framework agreement or specific convention) is signed by each legal representative of the two partner institutions (President/Rector) after consultation with the authorities of each institution and then with the supervisory authorities of each of the two countries (competent ministries). In case of renewal, it is again subject to the official procedure.

To set up any cooperation agreement with a foreign partner, you should contact:

• the International Relations Service: for your cooperation or training projects
• the Research and Technology Transfer Service: for your scientific or technology transfer projects.

Establishment of Erasmus + bilateral agreements:

The new Erasmus + programme replaces the Erasmus programme for the 2014-2020 programming period. The University of Perpignan Via Domitia holds the 'Erasmus + Charter' which enables it to participate in the various actions financed by this new programme.
The establishment of an Erasmus + agreement is subject to a specific procedure which is simplified.
After validation by the Erasmus+ coordinator of your teaching department or faculty, and having made sure of the partner's agreement, the following elements should be communicated to the International Relations Service:

• The contact details of the departmental coordinator in the partner university (name, first name, email, address, telephone)
• Student mobility: level of study (L and/or M) + number of students (reciprocity of flows) + number of months per student
• Teaching mobility: name of coordinators, duration (minimum 1 week), number of teaching hours (minimum 8 hours/week)
• The teaching discipline concerned
• The period of validity of the agreement

It is preferable to sign a bilateral Erasmus agreement per discipline. Mobility can only take place within the framework of the discipline included in the agreement.
